Enterprise Service Integrity Platform - NSTC’s “Central Taiwan Science Park 20th Anniversary Celebration, Solid as Ever - CTSP CEOs Networking and Enterprise Service Exchange”

On August 18, 2023, Minister of Justice Tsai Ching-hsiang and Director-General Chuang Rong-sung of the Agency Against Corruption (AAC) were invited to attend the “CTSP CEOs Networking and Enterprise Service Exchange” event, which was  organized as part of the “20th-anniversary celebration” series of events by the Central Taiwan Science Park (CTSP) Administration of the National Science and Technology Council (NSTC). This event was intended to emphasize anti-corruption values, actively improve administrative efficiency, and promote integrity and transparency measures. It focused on the topic of “Protection of Trade Secrets,” which is of particular concern to high-tech enterprises. This exchange and networking opportunity facilitated communication between the public and private sectors, providing a platform for enterprises to voice their opinions, and offering relevant policy recommendations and clarifications on issue resolution.

The event commenced with opening remarks from Minister of Justice Tsai Ching-hsiang and Director-General Hsu Maw-shin of the Central Taiwan Science Park. Following the opening address, Minister Tsai delivered a keynote presentation on “Protecting Trade Secrets for Secure Business Development.” During his presentation, he emphasized the importance of strengthening awareness about safeguarding trade secrets among businesses and enhancing ethical business practices. Additionally, Director-General Wu Jong-shinn of Taiwan Space Agency (TASA) delivered a featured presentation with the theme “Taiwanese Dream to Space,” aiming to provide insights for CTSP enterprises on effectively planning for market demands and industry positioning in a global and post-pandemic era, thus helping enterprises navigate regional challenges and changing market dynamics. The event concluded with Director-General Hsu moderating a comprehensive panel discussion, bringing together over 140 representatives from both the public and private sectors. Collectively, the participants explored strategies for global industry transformation and development, analyzed industry trends and emerging technologies, and discussed measures to prevent the outflow of critical and sensitive national core technologies to ensure Taiwan’s sustained industrial competitiveness. This event also served as an excellent platform for collaboration among CTSP enterprises, promoting technical exchanges between different industries, stimulating innovative thinking, and fostering the formation of technical and product supply chains. This, in turn, is envisaged to increase opportunities for industry alliances and cooperation, assisting enterprises in cost reduction and technological advancement while enhancing the sustainability of the park’s operations.

During his address, Minister of Justice Tsai Ching-hsiang emphasized that Taiwan’s overall achievements in anti-corruption efforts have received international recognition. The Ministry of Justice actively promotes collaboration between the public and private sectors in anti-corruption initiatives. Starting in 2022, the Ministry of Justice entrusted the AAC to pilot the “Enterprise Service Integrity Platform,” drawing on the successful experiences of the Government Procurement Integrity Platform. The overarching goal of the Enterprise Service Integrity Platform is to address concerns of  businesses through cross-sector communication, including issues such as discretionary power of civil servants and administrative efficiency.

Through the integration of the the public and private sectors including prosecution, anti-corruption, and investigative systems, as well as the involvement and collaboration of academia and non-governmental organizations, government ethics units is to serve as a bridge for communication, jointly providing businesses with legal compliance and consulting services to facilitate convenience for the public. Minister Tsai expressed gratitude to the Central Taiwan Science Park for establishing the “Enterprise Service Integrity Platform Cross-Sector Liaison Center” and for meticulously planning this enterprise networking event. Through public and private sector collaboration, the aim is to create an environment conducive to integrity and attract investments.

During his speech, Director-General Hsu Maw-shin of the Central Taiwan Science Park stated that the NSTC has developed its 2035 Vision for Technological Development through extensive cross-domain cooperation. Science parks, including those in Hsinchu, central Taiwan, and southern Taiwan, hold a vast source of research and development capabilities, while integrity governance serves as the cornerstone of economic development and acts as  a stable force driving the nation’s competitiveness to new heights. The NSTC and the Ministry of Justice will continue to collaborate closely on promoting the “Enterprise Service Integrity Platform,” and will actively leverage communication, coordination, and cross-domain cooperation mechanisms to gather consensus between the public and private sectors, working together to achieve the goal of sustainable economic development for the nation.

The Enterprise Service Integrity Platform Cross-Sector Liaison Center established by the Central Taiwan Science Park operates within the existing framework of interaction between park enterprises and industry associations. This center, functioning as a neutral third party, actively assists in consolidating issues related to public convenience and legal compliance while consolidating suggestions from various sources, placing a particular focus on addressing industry development topics that are of vital importance to high-tech enterprises in the science park. The objective is to make government agencies essential partners for sustainable development in core industries by aligning their strategies and service resources. This approach ensures the continued development of collaborative networks across public and private sectors, promoting mutual benefit and development for both the nation and enterprises.
