Enterprise Service Integrity Platform - National Science and Technology Council EXPO 2023 Enterprise Exchange and Visit

To promote the value of anti-corruption and enhance administrative efficiency and transparency through cross-domain cooperation, the National Science and Technology Council (NSTC) has established the pilot Enterprise Service Integrity Platform. On May 19, 2023, an enterprise exchange forum and site visit for the “CTSP High-Tech Enterprise Service Integrity Platform Cross-Sector Liaison Center EXPO 2023” was held at the Central Taiwan Science Park. The event aimed to facilitate discussions and provide an opportunity for businesses to share their insights related to legal compliance and the convenience for the public for businesses in the science park.
The enterprise exchange forum kicked off with speeches by Minister of Justice Tsai Ching-hsiang and Vice Minister Chen Tzong-chyuan from the NSTC. Later, Director-General Hsu Maw-shin from the Central Taiwan Science Park shared the accomplishments and services provided by the Enterprise Service Integrity Platform to date. Following this, Vice Minister Chen Tzong-chyuan moderated a comprehensive panel discussion, involving representatives from both the public and private sectors. Topics discussed included green energy procurement, information security, and intellectual property management to gain insights into industry trends and regulatory compliance. Additionally, the delegation visited AU Optronics Corporation’s Taichung Plant and the AU Optronics Museum of SiDadun Kiln to observe the company’s efforts in environmental sustainability, industrial transformation, and achieving net-zero carbon emissions.
Minister Tsai Ching-hsiang pointed out in his speech that the Ministry of Justice has been actively promoting collaboration between the public and private sectors to combat corruption. Starting in 2019, the Agency Against Corruption (AAC), in collaboration with relevant competent authorities, organized seminars and discussions under the theme of “Clarifying the Difference Between Unlawful Profit-seeking and Convenience for the Public.” This is envisaged to enhance government efficiency, assist in the development of businesses, and reduce about potential difficulties in dealing with the government. In addition, for major public construction projects, Ministry of Justice initiated the “Government Procurement Integrity Platform.” By involving prosecutors, experts, scholars, and ethics personnel in a neutral third-party role, all work together to resolve legal concerns and prevent undue external interference, as in the case of the optoelectronics industry. Building on this successful experience, starting in 2022, the Ministry of Justice tasked the AAC to pilot the “Enterprise Service Integrity Platform.” In this initiative, government employee ethics units act as liaison units, ensuring that existing services from government agencies continue while concurrently addressing concerns related to integrity or legal compliance. This approach provides consultation and services to businesses to distinguish between unlawful profit-seeking and convenience for the public. The establishment of the “Enterprise Service Integrity Platform Cross-Sector Liaison Center” by the Central Taiwan Science Park Administration is greatly appreciated, as it further enhances the collaboration between the public and private sectors, fostering a sound and integrity-driven investment environment.
In his address, Vice Minister Chen Tzong-chyuan of the NSTC emphasized that in 2022, the reformed National Science and Technology Council established the vision of “Forward-Looking Innovation, Inclusive Democracy, Resilient Sustainability” for 2035, with the commitment to a high degree of cross-sector collaboration. Integrity governance in enterprises continues to play a pivotal role in ensuring competitiveness and providing the stability required to drive technological development. The NSTC, in collaboration with the Ministry of Justice, will continue working together to promote the “Enterprise Service Integrity Platform.” It is aimed to foster consensus among public and private sectors through effective communication, liaison, and cross-sector cooperation mechanisms, ultimately achieving the goal of sustainable national economic development.
The Enterprise Service Integrity Platform Cross-Sector Liaison Center established by the Central Taiwan Science Park operates within the existing framework, including interactions between enterprises and industry associations. This center serves as a neutral third party, actively assists in consolidating issues related to convenience for the public and legal compliance and consolidates suggestions from various sources, placing a particular focus on addressing industry development topics that are essential to high-tech enterprises within the science park. The Center is envisaged to make government agencies essential partners for sustainable development in critical industries by aligning their strategies and service resources. This approach ensures the continued development of collaborative networks across public and private sectors, promoting the sustainable development for both the nation and private sector enterprises.
