2024 Taiwan Transparency Forum: International interaction in integrity Exchange Events
On December 10th, 2024, the Agency Against Corruption (AAC), in collaboration with the Ministry of Transportation and Communications, hosted an international interaction in integrity exchange event. The event welcomed 9 distinguished international dignitaries from 4 countries, including representatives from Transparency International and Lithuania's Special Investigation Service (Specialiųjų Tyrimų Tarnyba, STT). The delegation visited local agencies to explore the practical implementation of Taiwan's Government Procurement Integrity Platforms. Highlights included case studies on the application of integrity platforms for the National Freeway No. 7 and the Danjiang Bridge projects. These presentations showcased Taiwan’s success in locally implementing the international initiative of “Building Open and Transparent Governments.” The event garnered enthusiastic responses and positive feedback from participants. François Valérian, Chair of Transparency International, highly commended Taiwan’s integrity model, recognizing its significant value as an international reference. The exchange further strengthened the foundation for deepening international collaboration in anti-corruption efforts.

2024 Taiwan Transparency Forum
In alignment with International Anti-Corruption Day, the Agency Against Corruption (AAC) held the 2024 Taiwan Transparency Forum on December 9th, 2024. The event integrated the 2nd Integrity Awards Ceremony and the Signing of the UNCAC Review Transparency Pledge, demonstrating Taiwan's dedication to global anti-corruption efforts. Esteemed dignitaries present included François Valérian, Chair of Transparency International; Ketakandriana Rafitoson, Vice Chair; Sang-Hak Lee, Co-Chair of Transparency International, Korea; Ingrida Kalinauskienė, CEO of Transparency International Lithuania; and Darius Mickevičius, Head of the International Cooperation Division at Lithuania's Special Investigation Service, alongside AAC Deputy Director-General Shen-Feng-Liang. The forum facilitated the exchange of insights on international trends in Anti-corruption and successful governance practices with domestic government officials, NGO representatives, and academics. Lively discussions during the event underscored Taiwan's commitment to rooting anti-corruption measures locally while aligning with international standards. The event highlighted Taiwan's achievements in building a transparent government and underscored its aspiration to showcase a “Clean and competent government, Transparent Taiwan” on the global stage.

Vice President Hsiao, Bi-Khim Meets Transparency International Delegation led by Chair François Valérien
On December 9, 2024, in observance of the United Nations International Anti-Corruption Day, the Agency Against Corruption (AAC) of Ministry of Justice publicly signed the "United Nations Convention Against Corruption Review Transparency Pledge" and hosted the 2nd “Integrity Awards” Ceremony alongside the “2024 Taiwan Transparency Forum,” inviting nine international guests from four countries to join in witnessing Taiwan's commitment and achievements in voluntarily complying with the United Nations Convention Against Corruption (UNCAC). To deepen the implementation of Taiwan's governance principles of “integrity and diligence” along with “openness and transparency” through this event, Vice President Hsiao, Bi-Khim met the Transparency International Delegation on December 10, 2024. During the conversation with Chair François Valérian, she not only expressed Taiwan's commitment to collaborating with Transparency International in promoting accountability, transparency, and the rule of law, but also conveyed hopes for working with global partners to jointly advance an international order grounded in the rule of law. Furthermore, she recognized the contribution of this event to fostering participation by civil society and non-governmental organizations in anti-corruption issues, which is instrumental in strengthening Taiwan's transparency and accountability mechanisms. Moving forward, the AAC will continue to promote international exchanges, align with global anti-corruption trends, and work towards mutual prosperity and progress between Taiwan and the world.

AAC Deputy Director-General Ho Kuang Jen led the delegation to attend 29th APEC Anti-Corruption and Transparency Experts Working Group (ACTWG) Meeting in Puerto Varas, Chile, during the meeting, AAC discussed the matters regarding anti-corruption works and the establishment of an intelligence exchange and communication platform with other economies ( photo with Malaysia delegation). Besides, AAC also presented the latest progress on implementing the UNCAC and other initiatives related to anti-corruption and transparency.

A comprehensive symposium was held at the end, discussing the differences between anti-corruption mechanisms in Taiwan and Germany and issues related to the amendment of the “Anti-Corruption Act” and the “Whistleblower Protection Act” system.

Deputy Director-General Feng-Liang SHEN of the AAC, MOJ, led a delegation that included Prosecutor Hui-Hsin HUANG of the Department of Prosecutorial Affairs, MOJ; Prosecutor Yi-Shan RO of the Department of International and Cross-Strait Legal Affairs, MOJ; Deputy Director Shu-Chi HUANG and Officer Ju-Hsuan LIN of the Planning Division, AAC, to participate in the 39th ACTWG Meeting. During the meeting, the AAC reported on the progress and achievements of our nation’s efforts in implementing the United Nations Convention against Corruption (UNCAC) and shared experiences regarding the “Government Procurement Integrity Platform.” The delegation also participated in the workshop on “Denying Safe Haven to Corruption through Enhancing Mutual Legal Assistance,” gaining insights into the conditions for judicial cooperation among various economies and international organizations, key considerations for collaboration, and the challenges encountered.

The delegation from the Agency Against Corruption (AAC) attended the 21st International Anti-Corruption Conference (IACC) organized by Transparency International (TI) in Lithuania.
To realize the vision of "promoting integrity globally and aligning with international standards," Director Feng led the AAC delegation to attend the 21st IACC, hosted by TI in Vilnius, Lithuania, from June 18 to 21, 2024. In addition to participating in plenary sessions and practical workshops, Director Feng held side meetings with TI's newly appointed Chair and Vice Chair, François Valerian and Ketakandriana Rafitoson; the UNCAC Coalition’s new Chair, Gillian Dell (who was a member of the international review committee for ROC's Second Report under the UNCAC); Laima Liucija Andrikienė, member of the European Court of Auditors; and former TI Chair José Ugaz, who has twice served as the Chairman of the international review committee for Taiwan. These discussions actively promoted our nation's integrity on the global stage. In addition, Kevin I. J. Yeh, Chair of Transparency International Taiwan, shared Taiwan’s "Government Procurement Integrity Platform" at the TI Transparency School, presenting our nation's successful anti-corruption measures to over 100 practitioners from around the world. Meanwhile, our agency also met with Linas Pernavas, Director of the Lithuanian Special Investigation Service (Specialiųjų Tyrimų Tarnyba, STT), along with two Deputy Directors and key officials. Both parties thoroughly exchanged experiences in anti-corruption work and reached a consensus on enhancing future cooperation.

Chief Secretary Sun Chih-Yuan of the AAC, MOJ, leading the delegation, along with Head Prosecutor Chang Ching-Hsun of Department of Prosecutorial Affairs, MOJ, Prosecutor Ro Yi-Shan of Department of International and Cross-Strait Legal Affairs, MOJ, Section Chief Sun Li-Chieh and Agent Kuo Chen-Hsin both of Planning Division, AAC, attended the 11th Network of Anti-Corruption Authorities and Law Enforcement Agencies (ACT-NET) meeting, the 38th APEC Anti-Corruption and Transparency Experts Working Group (ACTWG) meeting, and Seminar to share best practices and experiences in strengthening integrity in the public sector (public compliance) of APEC economies. During the meetings, the MOJ presented reports on topics of the diverse channels for informal international cooperation among law enforcement, tax, and customs agencies, and experiences of international cooperation in the investigation of the Frigate Lafayette case. The AAC also reported the latest progress and development on the implementation of the United Nations Convention against Corruption, aiming to enhance the perspective and international visibility of Taiwan's anti-corruption efforts, and to align the national anti-corruption policies with global trends.

Delegates from the Agency Against Corruption (AAC) visited the Attorney-General's Chambers (AGC) and the Corrupt Practices Investigation Bureau (CPIB) in Singapore from November 15th to 18th, 2023.
The AAC Director-General Rong-Sung CHUAN led the delegation, including the AAC Director of Malpractices Investigation Division Chih-Hung CHIU, Director of Central Investigation Office Te-Fang CHEN, Director of Planning Division Chia-Chen CHI, Section Chief of Planning Division Li-Chieh SUN, and Special Agent of Malpractices Investigation Division Yuan-Ting CHANG, to conduct an official visit to Singapore. Upon arrival on November 15th, the delegation promptly paid a courtesy visit to the Taipei Representative Office in the Republic of Singapore, where they were personally received by Representative Dr. Chen-Yuan TUNG and Deputy Representative Wen-Ling WU. Representative TUNG not only provided an in-depth overview of the current political and economic situation in Singapore but also hosted a banquet at the official residence that evening to welcome the visiting delegation. On the 16th and 17th, the delegation separately met with the Attorney-General's Chambers (AGC) and the Corrupt Practices Investigation Bureau (CPIB) of Singapore. Discussions covered the similarities and differences between the prosecutorial system systems of Taiwan and Singapore, the division of responsibilities, and collaboration models between the Singaporean prosecutors and the CPIB in handling corruption cases, investigations into novel forms of corrupt practices, and relevant issues such as the operational procedures of the "Technology Crime Task Force" and the "Cryptocurrency Task Force," both established by the AGC in 2022. The discussions were fruitful, leading to a mutual understanding on the recommencement of joint efforts between Taiwan and Singapore in combating corruption and promoting exchanges on integrity.

Furthermore, the MOJ shared its experiences in combating crimes that hinder the development of the green energy industry, under the theme "Combating corruption crimes that obstruct the development of the green energy industry." In addition, the MOJ and the AAC participated in the "Public-Private Dialogue on Government Strategies to Promote Ethical Business Conduct" workshop, to understand the experiences and best practices of various economies, as well as the private sector's implementation and challenges concerning ethical business behavior.

AAC Participated in the Anti-Corruption and Civil Rights Commission's 2021 International Anti-Corruption Training Course from October 18 to 22, 2021
The Anti-Corruption and Civil Rights Commission (ACRC) of the Republic of Korea has been organizing the ACRC Training Course for International Anti-corruption Practitioners annually since 2013. The course aims to build the capacity of anti-corruption practitioners to formulate effective anti-corruption policies and measures, emphasizing topics related to the United Nations Convention against Corruption (UNCAC). While the on-site training was held in Seoul, South Korea in the past, with the COVID-19 pandemic in 2020 and 2021, the course was offered online. This year, the ACRC Training Course was attended by 44 participants from 22 countries. The training covers anti-bribery strategies, protection of whistleblowers, corruption risk assessment, conflict of interest avoidance, anti-corruption investigation, international cooperation and sharing of South Korea's anti-corruption experiences, etc. For the past three years, the Agency Against Corruption (AAC) of the Ministry of Justice has been actively deploying its staff to participate in this training course in order to expand its talent pool of international integrity experts and train international anti-corruption personnel. Taiwan is ranked the top spot in the Corruption Perceptions Index (CPI) among the participating countries. This is why in partial segments of the training course in relation to Article 6 (Preventive anti-corruption body or bodies) and Article 36 (Specialized authorities) of the United Nations Convention against Corruption (UNCAC), the role of AAC as a specialized agency dealing with government integrity, as well as Taiwan’s experiences and achievements in anti-corruption measures, received considerable of attention from the lecturer. During the course, trainees from the AAC introduced the organizational features of the AAC, such as preventive anti-corruption functions, specialized anti-corruption functions, and resident prosecutor system to the online participants, further deepening the impression of Taiwan's integrity achievements on the international stage. During the interactive Q&A session between the lecturers and participants, the AAC also learned from the valuable experience of other countries in actively engaging in international collaboration.

Ideas on how to prevent, detect and investigate corruption in crises were shared to actively align with the international anti-corruption trend.
