In the investigation of the Southern Investigation Office of the AAC, Ministry of Justice, on the alleged fraud in the criminal conversion of public funds amounting to TWD 20 million by former staff Chen XX of the Department of Accounting and Statistics of the Taitung County Government, Chen was sentenced to eight years of imprisonment by the court.

Chen XX was a former staff member of the Department of Accounting and Statistics of Taitung County Government, and a staff member of the Accounting Office of Taitung County Fire Department. He was responsible for issuing payment vouchers, expenditure vouchers, arrangement of source documents for review and approval, and budget approvals. Chen XX has committed the following during his term of office: (I) Fraudulent claims for reimbursement from the Taitung County Government with the use of forged payment vouchers; (II) Cheating for criminal diversion of the excessive salary payment surrendered by resigned firemen in Taitung County; (III) Fraudulent claims for reimbursement of funds with forged payment vouchers from Taitung County Fire Department; (IV) Cheating for criminal diversion of the surplus funds from Taitung County Fire Department for surrendering to the Taitung County Government; (V) Criminal diversion of the salaries for Taitung County Fire Department employees; and (VI)Criminal diversion of the subsidy for civil servants of Taitung County Fire Department for compulsory leave. The total amount of funds from criminal diversion amounted to TWD 26,387,693. The defendant surrendered TWD 26,998,817 to Taitung County Government after the detection of the crime.
Chen XX surrendered himself to Southern Investigation Office of AAC in the company of staff of the Taitung County Civil Service Ethics Department. The Southern Investigation Office referred the case to the Taiwan Taitung District Prosecutors Office after investigation and press public prosecution against Chen XX. The Taiwan Taitung District Court sentenced Chen XX to eight years of imprisonment and deprivation of civil rights for five years on 31 July 2018 for violation of Article 5-1 of the Anti-Corruption Act by taking advantage of the functions or duties performed in criminal diversion of property by fraud and confiscation of the illegally acquired property.
