Transparency International released the 2020 Government Defense Integrity Index(GDI). Taiwan is rated as one of the “low corruption risk ” countries as United Kingdom and Germany in global rating.

Transparency International Defence & Security Programme(TI-DSP) released the 2020 Government Defence Integrity Index (GDI) on November 16, 2021. There are 86 countries in the global appraisal, which receive 39 points out of 100 in average(higher score means lower corruption risk). It reveals that governments around the world face high risk of corruption in defense and security organizations. With a score of 70 out of 100, Taiwan ties for 6th place with Germany among all countries. The country was classified as having “robust safeguards against corruption”.
Taiwan has established government ethics office in Ministry of National Defense(MND) in 2013, in an effort to strengthen integrity, transparency, and accountability comprehensively in national armed forces. AAC has participated in seminars and forums held by MND-in the international military integrity seminar held on July, 2019, AAC provided suggestion on integrity governance; in the global national defense and integrity governance trend forum held on November, 2020, AAC and MND formed consensus on government defense integrity and integrity governance; in the high ranked official of National armed forces integrity seminar held on December, 2020, Tsai, Ching-hsiang, the Minister of Ministry of Justice, gave a lecture on integrity policy and exchanged opinions on defense integrity issues.
In the 2020 Government Defence Integrity Index, Taiwan, United Kingdom, Norway, Belgium, Netherlands, Germany, Switzerland, and Latvia receive a B band, classified as low corruption risk countries. Taiwan is rated as low corruption risk country for the third time(2013, 2015), second only to New Zealand which receive A band(very low corruption risk). It reveals that the effort on defense integrity and transparency in Taiwan is recognized by world.
There are 77 indicators included in GDI, and based on political, financial, personnel, operational(referred as military operation), and procurement risk. According to the overall score received, countries are distinguished into a band from A to F. A band represents very low risk. F band represents very critical risk.
