Safeguard National Projects AAC holds 2022 Government Procurement Integrity Platform Training Conference

    To safeguard the quality of Taiwan’s important national development projects, provide citizens with a quality living environment, and enhance national competitiveness, the Executive Yuan instructed the Ministry of Justice (MOJ) to announce by correspondence the “Government Procurement Integrity Platform Implementation Plan” in 2016 to request the Agency Against Corruption (AAC) to establish the Government Procurement Integrity Platform (hereinafter called the “Integrity Platform”) with limited workforces to address major national construction and procurement projects in response to the needs of agency heads.

    Aiming to safeguard important national projects, AAC promotes the collaboration between administrative and judicial agencies through the Integrity Platform in terms of four aspects: “cross-agency collaboration, public-private partnership, administration transparency, and all-out supervision” to ensure that government agencies are not alone anymore. By teaming up with experts of the public and private sectors and maintaining the principles of open information and administration transparency, we eliminate undue interference and extorsion to create an environment for civil servants to have the courage to serve and for agency heads and government employees to serve the country with dedication and peace of mind. After the Integrity Platform started service, it has since handled 34 projects with a total amount of NT$790.524 billion. Much progress has been made in recent years by promoting central government agencies, such as the Ministry of Economic Affairs and Ministry of Transportation and Communications, and local governments and municipalities, and we have also earned appraise and support from agency heads and government employees. AAC has set up the Integrity Platform section on the agency website to share the successful projects to effectively help enhance the transparency of material procurement projects while strengthening the external supervision and participation mechanisms at the same time. Related achievements also earned credits and recognition at the 24th Central Integrity Committee meeting. According to Premier Su, while prevention is better than cure, mechanisms to prevent mistakes, crime, and corruption should be strengthened to ensure administrative integrity and encourage public participation.

    To constantly optimize and promote the Integrity Platform, AAC held four 2022 Government Procurement Integrity Platform Training Conferences on February 18, 21, 23, and 24, 2022 respectively, with contents covering an introduction to the business of the Integrity Platform, integrated seminars, benchmark project sharing, and visits on benchmark construction project sites. At these conferences, besides detailing the background, purpose, practice, achievements so far, and future planning of the Integrity Platform, AAC also invited honorable guests, including Director-General Wu, Wen-Yen of the Kaohsiung Urban Development Bureau (southern region session), Director-General Lai, Chien-Hsin of the Water Resources Agency (central region session), and Director-General Chen, Wen-Juei and Deputy Director-General Lin, Tsung-Li of the Directorate General of Highways, and Director Chan, Yi-Hsiang of the West Coast Expressway Northern Region Temporary Engineering Office, MOTC (northern region session) to the seminars to discuss with Director-General Cheng, Ming-Chian and Deputy Director-General Mr. Shen, Feng-Liang of AAC, all government agencies and related employees to deepen horizontal connections and cross-agency collaboration through experience exchange. Additionally, to put theory and policy into practice and model the success of other agencies, benchmark project sharing and onsite visits were also arranged for the training, hoping to brainstorm participants through onsite observation and guided tours to consolidate positive energy through learning from these examples in order to constantly optimize the effectiveness of the Integrity Platform for all walks of society to see and witness the government’s achievements in promoting administrative integrity.
