The Agency and the Taiwan Ciaotou District Prosecutors Office jointly investigated Chen X, a former senior special agent of the Chiayi County Field Office of the Ministry of Justice Investigation Bureau, who used investigations as the pretext to repeatedly take out inmates Chen Y and Jiang Z from prison to handle private matters, visit relatives at home, or have intimate relationships with their spouses and girlfriends. Chen X then made separate agreements with inmates Chen Y and Jiang Z for a total of NT$1,000,000 and NT$650,000 in consideration for their release from prison. He also received a bribe of one mobile phone worth NT$25,000 from inmate Chen Y. The total amount of bribes was NT$1,675,000.

After the investigation was concluded, the prosecutor indicted Chen X for suspicion of taking or promising to take bribes by the acts that violate the official duties under the Anti-Corruption Act.
