Justice Minister Chiu Tai-San hosted the joint handover and oath taking ceremony of the Director-General of Agency Against Corruption, Administrative Enforcement Agency and the Director of Legal System Department

“The joint handover and oath ceremony for the Director-General of Agency Against Corruption (AAC), Director-General of Administrative Enforcement Agency and the Director of Legal System Department” was held on the 5th floor of the Ministry of Justice building on October 16 at 10:00 am. Justice Minster Chiu Tai-San hosted and monitored the oath ceremony. Also present were Deputy Justice Minister Tsai Pi-Chung in Political Affairs, Chief Prosecutor Wang Tian-Sheng of the High Court of Taiwan, Deputy Finance Minister Wu Chi-Hsin in Administrative Affairs, Director-General of the Prosecutorial Office, Chief Officers of Ethics and Correction Services, Directors of Regional Offices of National Taxation Bureau, Directors of Ethics Offices of the Ministries, Division Heads of the Ministry of Justice, ethics and integrity officers, and officers from the Administrative Enforcement Functions, totaling about 180 participants.

 

After the handover between the former and the new Director-General and oath taking by the officials, the current Director-General of AAC Chu Chia-Chi and Director-General Lu Wen-Chung of Administrative Enforcement Agency addressed the ceremony respectively. In reviewing the past year of office as Director-General of Administrative Enforcement, Director-General Chu gave his sentimental remarks. “When I looked back hardship moments that I thought were unbearable, these moments suddenly disappeared as I endure each moment one by one”, he said. He further expressed his gratitude for the support of the colleagues and hoped Director-General Lu could further the effort to solve the problems which seemed unreasonable to the agency. With the solid foundation laid down by former Director-General Lai of AAC, the five aspects of the core values of anti-corruption officers, such as professionalism, justice, responsibility, enthusiasm and concern. The policy objective of “corruption prevention, corruption investigation, and further corruption prevention” will continue to be executed as well as to promote related amendment of applicable laws. When Director-General Lu was the Director of the Legal System Department of the Ministry of Justice, he successfully completed the 2nd National Human Right Report and the 2nd International Review Conference. Once again, he expressed his gratitude for the support and assistance from all his colleagues. He mentioned that the position of Director-General of the Administrative Enforcement Agency entailed a new form of responsibility. Further to the continuation of the core value of justice and fairness, the problems of massive volume of small claims for debts and the reduction of manpower for alternative services must be faced with proper use of Internet technology, streamlining of procedure, reinforcement of partnership relation to accomplish, the goals of generating tax revenue for the state, establishing a performance efficiency government, and being able to move the hearts’ of the public..


Finally, Justice Minister Chiu mentioned that this new appointment involved well trained and experienced personnel. In addition, the interdisciplinary integration of legal affairs will be utmost important. Since different government agencies involved with different forms of specializations and professionalism, the challenge will be much stronger than before. He hoped that the three new officers to the new positions can be creative in their new jobs by demonstrating their strength and bring about better performance of the organizations.

 

In this handover ceremony, Chu Chia-Chi will assume office as the Director-General of AAC, Lu Wen-Chung will assume office as the Director-General of the Administrative Enforcement Agency, and Lai Jer-Shyong will be the Director of the Legal System Department of Ministry of Justice.
