Ethics Units Support the Detection of Bribery in the 2018 9-in-1 Election of Regional Public Officials

A national election of local administrators and representatives of the people will be held on 24 November 2018, including the election of municipal mayors, city councilors, county magistrates, county/city councilors, village/township chiefs, village/township representatives, local district representatives, chiefs of indigenous mountain townships under special municipalties, representatives of indigenous mountain townships under special municipalties. Nine elections will held simultaneously, which is known as the 9-in-1 election. These are the largest local elections in terms of variety and scale. The effective allocation of human resources for detection and investigation of bribery will be the most challenging task in this upcoming election.

For the reinforcement of intelligence gathering related to possible corruption in the election of regional public officials in 2018, the AAC convened the “2018 Conference of the Regional Ethics Liaison and Coordination Center and Ethics Units in Joint Detection and Investigation of Bribery in Election” on August 29, 2018. Prosecutor General Chiang Huei-Min of the Supreme Prosecutors Office, Chief Prosecutor Wang Tian-Sheng of the Taiwan High Prosecutors Office, were invited to take the lead in the discussion. Head Prosecutor Chen Yu-Ping of the Taiwan Taipei District Prosecutors Office was also invited to lecture on the outline, strategy and techniques of detecting and investigating bribery. The Ethics Offices of the Taiwan Pingtung District Prosecutors Office and the Ethics Office of Kaohsiung City Government also shared their experience in the investigation of bribery.

The heads of the ethics office of competent authorities of the country and heads of the regional ethics and integrity liaison and coordination center were present in the conference. All ethics units followed the instruction of the Minister of Justice to properly pursue “proactive investigation of bribery”, “suppression of violence” and “multilateral education on anti-bribery” as the three objectives of work in investigation of bribery. Anti-bribery work was launched in accordance with the “Guideline for Ethics Units in Supporting the Detection and Investigation of Bribery in the 2018 elections of regional public officials”.
