ROC's Initial Report under the UNCAC

Taiwan established the Agency Against Corruption, Ministry of Justice in 2011 and is actively committed to the implementation and unification of anti-corruption related authorities and policies, coordination with relevant agencies as well as guidance and compilation of the initial report under the United Nations Convention against Corruption (UNCAC). The UNCAC Conference of Parties established a review mechanism for the status of implementation of the convention by each party in 2009. Despite the fact that Taiwan is not an official party, it is still fully committed to conforming to international anti-corruption trends and relevant legal systems and implementation of various norms and regulations disclosed in the UNCAC. Taiwan publishes these reports on a regular basis pursuant to the regulations set forth in Article 6 of the Act to Implement United Nations Convention against Corruption to review the state of implementation of the UNCAC in Taiwan.

This report is mainly provided by the Executive Yuan、the Legislative Yuan、the Judicial Yuan, the Examination Yuan, the Control Yuan, the Ministry of Civil Service, the National Audit Office, the Ministry of Examination, the Ministry of the Interior, the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Economic Affairs, the Ministry of Education, the National Development Council, the Mainland Affairs Council, the Financial Supervisory Commission, the Coast Guard Administration of the Executive Yuan, the Public Construction Commission of the Executive Yuan, the Accounting and Statistics of the Executive Yuan, the Directorate-General of Personnel Administration, the Central Bank of the Republic of China, the Ministry of Justice, the National Police Agency, Customs Administration of the Ministry of Finance, and the Investigation Bureau of the Ministry of Justice, Correction Department of the Ministry of Justice and Agency Against Corruption of the Ministry of Justice, while AAC is in charge of data organization and report compilation. 13 experts and scholars are invited to participate in 20 review meetings from July 2017 to February 2018, and the report is discussed and passed in the 20th Central Integrity Committee on March 12, 2018, which is later announced after approval on March 27, 2018.
