Seminar for Ethical Management of Integrity Platform for Enterprise Services for Private Security Sector

To facilitate the enhancement of private security services, promote enterprise integrity and social responsibility, and strengthen cooperation between the public and private sectors, the Ministry of Justice (MOJ) and the Ministry of the Interior (MOI), National Police Agency, Agency Against Corruption (AAC), Taiwan SECOM CO., LTD., and TAIWAN SHIN KONG SECURITY CO., LTD co-organized the 2024 Seminar for Ethical Management of Integrity Platform for Enterprise Services for Private Security Sector on August 23rd, 2024. The seminar demonstrated their commitment to implementing the United Nations Convention against Corruption (UNCAC) and its emphasis on private sector anti-corruption initiatives.
The seminar was opened with speeches delivered by Chang, Jung-Hsin, Director-General of the National Police Agency, Liu, Shyh-Fang, Minister of the Interior, and Cheng, Ming-Chien, Minister of Justice. Distinguished guests in attendance included Feng, Cheng, Director-General of the Agency Against Corruption (AAC), Shen, Feng-Liang, Deputy Director-General of AAC, Wang, Chin-Jung, Deputy Director of the Department of Labor Standards and Equal Employment, Huang, Ya-Ping, Chief Secretary of Administration for Digital Industries, representatives from Criminal Investigation Bureau, and commissioners and deputy commissioners of police departments. Wu, Hsin-Tung, Chairman of TAIWAN SHIN KONG SECURITY CO., LTD, Wu, Cheng-Chih, Manager of Legal Department, General Management Division, Taiwan SECOM CO., LTD., and Lin, Hsi-Hsun, President of Tokyo Security Co., Ltd. presented on "Action on Innovation - AI Security Services," "Future Development and Directions of Private Security Services," and "Ethical Thinking and Integrity Practice of Private Security Services," respectively. Experts from the industry and academia were invited to offer cross-domain views and discussions on the matters.
As the Minister of Justice, Cheng pointed out that private security services are a major force in helping law enforcement agencies, including prosecutors, the police departments, the Investigation Bureau, and the AAC, preserve social stability. They are an integral part of the social safety net. The seminar gathered representatives from the public and private sectors, experts, and scholars to discuss the current practice and future development of private security services and ethical management issues. The seminar not only promoted communication between government agencies and enterprises, but also responded to the concerns of the industry. The values of enterprise integrity were integrated in the discussion to foster high-quality corporate ethics and improve the system as a whole.
The MOJ has consistently been proactive in promoting anti-corruption efforts, and has tasked the AAC to collaborate with other agencies to hold seminars and events that promote enterprise integrity and legal compliance among the private sector. Since 2019, a series of seminars have been held on debunking myths of abuse of public power for private profit and bringing convenience to people. Recently, the ACC has also collaborated with other central and local government agencies in promoting the Integrity Platform for Enterprise Services. Using the platform as a communication mechanism with enterprises on diverse anti-corruption issues, the government works to strengthen ethical management and legal compliance of enterprises. Concrete ethical business strategies are provided to enterprises, which is conducive to fostering of partnership between the public and private sectors in making anti-corruption efforts. These efforts will enhance the positive image of Taiwan as a country with integrity.
Furthermore, for the seminar, the National Police Agency integrated integrity issues with activities under the purview of competent authorities, in order to deepen partnerships between the government and enterprises. The seminar increased interaction and understanding between both sectors, encouraged the private sector to implement ethical corporate governance and legal compliance, and strengthened private security services as an integral force to preserve social security, thereby achieving win-win situation in sustainable development for Taiwan and enterprises.
