Integrity Forum Celebrating 30th Anniversary of National Health Insurance—AAC Joins NHIA in Promoting Integrity in Health Industry

    In 2025,Taiwan marks the 30th anniversary of the national health insurance. To celebrate the milestone of in healthcare, the National Health Insurance Administration (NHIA), Ministry of Health and Welfare (MOHW) held the Integrity Forum Celebrating 30th Anniversary of National Health Insurance on September 2nd (2024) , kicking off a series of celebration events. The theme of the forum was the ethical management of hospitals and the pharmaceutical industry. Together with the Ministry of Justice (MOJ), Agency Against Corruption (AAC), Taiwan Hospital Association, International Research-Based Pharmaceutical Manufacturers Association, Taiwan Digital Health Industry Development Association, Chang Gung Medical Foundation, Taipei Medical University, and Transparency International Taiwan, National Yang Ming Chiao Tung University, and other important representatives from industry, government, and academia, the NHIA advocated for integrity governance in the health industry, in the hope of strengthening the attention paid to ethical management of hospitals and the pharmaceutical industry.

    The integrity forum was opened with speeches delivered by Huang, Mou-Hsin, Administrative Deputy Minister of Justice, Chou, Chih-Hao, Administrative Deputy Minister of Health and Welfare, and Li, Fei-Peng, Chairman of the Taiwan Hospital Association. The afternoon session was opened with speeches delivered by Chen, Shih-Chung, Minister without Portfolio, and Dan Silver, Chairperson of American Chamber of Commerce in Taiwan (AmCham). Feng, Cheng, Director-General of the AAC, also attended the lighting ceremony to open the forum in celebration of the 30th anniversary of National Health Insurance. As the Administrative Deputy Minister of Justice, Huang pointed out that based on multiple international anti-corruption indices and the development of anti-corruption policies in Taiwan, to foster a clean and competent government requires collaboration between the public and private sectors must work together. Therefore, in recent years, the AAC has been proactive in collaborating with other government agencies to hold seminars and forums pertaining to major issues. This is part and parcel of the agency's efforts to extend anti-corruption principles beyond government agencies to the private sector so as to assist enterprises in cultivating a consensus on ethical management. It can also strengthen the communication and cooperation between the public and private sectors. This was also one of the objectives of the integrity forum. Taiwan is known internationally for its national health insurance system. To ensure the fair and reasonable distribution of medical resources and prevent any abuse of the insurance system, the government encourages hospitals and the pharmaceutical industry to pay attention to ethical management issues. These issues are not only relevant to fostering a clean and competent government, but also closely related to the livelihood and health of people across the country. The MOJ will continue to oversee the AAC's efforts in creating constructive partnership between the government and the private sector. This includes cultivating consensus for ethical management issues. Together, the public and private sectors can create a corruption-free, high-quality, and transparent healthcare environment that thrives and supports sustainable development.

    Feng and Huang also visited the exhibition section to gain an understanding of the NHIA's work in the past 30 years, as well as the achievements in promoting ethical management and transparent governance of the Taiwan Food and Drug Administration, Taipei Hospital, Taipei Veterans General Hospital, Taipei City Hospital, NOVARTIS (TAIWAN) CO., LTD., Bora Pharmaceuticals, International Research-Based Pharmaceutical Manufacturers Association, etc.
