Agency Against Corruption and Water Resources Agency Make a Powerful Move! Small Hydropower Integrity Platform—Comprehensive Protection for Green Energy!

    To accelerate the promotion of diversified renewable and green energy development while improving transparency and oversight mechanisms, Feng, Cheng, Director-General of the Agency Against Corruption (AAC), held a meeting with Lai, Chien-Hsin, Director-General of the Water Resources Agency (WRA), on March 7, 2025. During the meeting, the two leaders discussed the establishment of the Small Hydropower Integrity Platform to foster cross-sector collaboration, boost the promotion of renewable energy policies, and ensure transparency and risk control in all operations.

    Director-General Feng highlighted that the joint efforts of AAC and WRA in promoting the Government Procurement Integrity Platform have established a benchmark for cross-sector cooperation, public-private partnerships, administrative transparency, and public oversight. Exemplary cases of this collaboration include the completed Amuping Sediment Control Tunnel Project and the recently finalized Wu River Niaozuitan Artificial Lake Project, both of which have garnered widespread recognition and positive evaluations. As Taiwan's energy sector undergoes transition, AAC, serving as the core agency for promoting ethical construction, bears an essential responsibility in supporting the establishment of the Small Hydropower Integrity Platform.

    Director-General Lai remarked that, in support of the government's green energy policy, WRA has actively promoted small hydropower in recent years, aiming to accelerate renewable energy development and assist enterprises in implementing environmental, social, and governance (ESG) and sustainability principles. The procurement integrity platforms established for several major construction projects have successfully helped create a safe, reliable, and high-quality working environment. Building on its successful collaboration with AAC, WRA aims for the Small Hydropower Integrity Platform to prevent unlawful external interference in green energy development and to ensure that the public benefits from a clean and competent government.

    AAC is committed to preventing crimes and corruption that could hinder the development of green energy. In January 2025, AAC launched the Promotion of Green Energy Transparency Measures and Publicity Program. This initiative tasks the central and local government employee ethics units of the competent authorities involved in green energy affairs to help enhance transparency in related regulations, procedures, and review progress. Ethics units from local governments—including Tainan City, Chiayi County, Kaohsiung City, Pingtung County, Miaoli County, Yunlin County, and Changhua County—have collaborated with relevant operating units or invited local district prosecutors’ offices to jointly visit green energy enterprises within their jurisdictions. These visits demonstrate the government's strong commitment to fostering green energy development, help identify challenges faced by enterprises during the application process, and provide guidance on reporting channels and administrative transparency measures. AAC will continue to work closely with prosecution and investigation agencies, competent authorities, and local governments to build an open and transparent environment and to further strengthen integrity governance in the green energy sector.
