Ministry of Justice and Ministry of Economic Affairs Team Up to Build a Green Energy Integrity Platform Enhancing Transparency and Integrity

Developing green energy is not only a key pathway toward achieving the goal of net-zero emission by 2050, but it also plays a vital role in promoting environmental sustainability and driving economic growth. To strengthen the development of green energy, the Ministry of Justice (MOJ) and the Ministry of Economic Affairs (MOEA) jointly organized the “2025 Green Energy Integrity Platform - Green Security and Transparency First” Forum on May 27, 2025. The forum focus on administrative transparency and brought together approximately 300 representatives from both the public and private sectors, including domestic and international renewable energy companies, industry associations, non-governmental organizations (NGOs), and officials from central and local government agencies involved in green energy initiatives. Participants engaged in inter-agency exchanges and in-depth discussions on topics such as the Solar Energy Information Transparency Section and green energy transparency measures, highlighting the government's strong commitment to advancing green energy development.
Both Minister of Justice Cheng, Ming-Chien and Minister of Economic Affairs Kuo, Jyh-Huei attended the forum and delivered speeches. Distinguished guests included representatives from local governments, namely Chang, Tou-Hui, Chief Prosecutor of the Taiwan High Prosecutors Office; Feng, Cheng, Director-General of the Agency Against Corruption (AAC), MOJ; Lo, Ta-Sheng, Deputy Mayor of Kaohsiung; Chao, Ching-Hui, Deputy Mayor of Tainan; Liu, Pei-Tung, Deputy Magistrate of Chiayi County; and Chou, Chieh, Deputy Magistrate of Changhua County. Together, they witnessed the integration of multi-agency and local services within the information transparency system, which further expands cross-departmental collaboration.
Minister of Justice Cheng highlighted that the Green Energy Integrity Platform, a joint effort by MOEA and MOJ, connects public and private stakeholders, including administrative agencies, prosecutorial authorities, and green energy enterprises, to enhance transparency in the green energy permitting processes. This cross-departmental collaboration reflects the commitment to eliminating corruption, protecting green energy development, and implementing the United Nations Convention against Corruption (UNCAC). Additionally, it cultivates a shared anti-corruption commitment between the public and private sectors, thereby fostering a conducive environment for green energy development.
Minister of Economic Affairs Kuo emphasized that to improve the procedures for photovoltaic system permitting and enhance communication with the public, MOEA has implemented three key strategies: cross-domain collaboration, information disclosure, and public-private collaboration. Through horizontal collaboration among central ministries and vertical cooperation with local governments, MOEA aims to promote administrative transparency and the sharing of experiences. The forum exemplifies strong cross-departmental collaboration and proactive dialogue with the community, creating a trustworthy, inclusive, and sustainable green energy ecosystem.
The forum featured four keynote speeches delivered by representatives from the Energy Administration, MOEA; the Fisheries Agency, Ministry of Agriculture; and the Taiwan High Prosecutors Office, MOJ, focusing on key national policy initiatives, including the Solar PV Information Transparency Section, New Models for Agri-Fishery PV Integration, and the Prevention of Green Energy-Related Crimes. Additionally, CHIMEI Corporation was invited to share its practical experiences and challenges encountered within the green energy industry. Moreover, a cross-sector panel discussion, moderated by Vice Minister of Economic Affairs Lai, Chien-Hsin, brought together experts including Lin, Chao-Hung, Deputy Director-General of AAC; Yu, Hsiu-Tuan, Head Prosecutor of the Taiwan High Prosecutors Office; Liao, Shih-Wei, Director of the Energy Administration, MOEA; Huang, Hsin-Ta, Deputy Director of the Ministry of Agriculture; and Tsai, Ying-Sheng, Director of Taiwan Power Company, to discuss topics such as transparency measures in green energy permitting processes, the prevention of external interference, and energy policies.
MOEA and MOJ are strengthening transparency and oversight mechanisms through their joint promotion of the Green Energy Integrity Platform. AAC remains focused on preventing crimes and corruption that impede green energy development. To achieve this, AAC tasks the central and local government employee ethics units of the competent authorities involved in green energy affairs to help enhance transparency in related regulations, procedures, and review progress. Furthermore, AAC will continue to collaborate with prosecution and investigation agencies, competent authorities, and local governments to build an open and transparent environment, enhance integrity governance in the green energy sector, and promote sustainability at both national and corporate levels, ultimately boosting Taiwan's overall competitiveness.
