“Debug the government bravely—Devoted to fighting corruption in order to have a brighter future.”

“Does it matter how the public funds are used if for public function?”

The Agency Against Corruption held a submission competition of mini movie with the theme of the slogan “Devoted to fighting corruption in order to have a brighter future.” and “ Society and the integrity.” from October 16th to December 15th, 2014. In hopes that the topic of a clean government can arouse wide public concern through the competition, we invited creators who have enthusiasm for mini movie; moreover, we encourage them to combine the notions of clean government into their movies. A total of 41 participants made the submissions. On January 16th, 2014, 10 mini movie submissions were chosen as winning entries after deliberating and voting by Secretary General of Taiwan Micro Movie Association Li-Hsueh Lai, Senior Screenwriter Hsin-Ming He, Director Chia-Yang Li and selected AAC personnel.

 

The first place of the competition was “Could public funds spend by the public?”  This mini movie sets campus as background, brought a story about student association should hold the public bidding with obeying school’s rule while preparing the Prom. However, students were so eager to put on a good prom. They couldn’t understand why the rules and their limitation were the way they were, so they ignored the rule and carried out a plan that they thought was reasonable.  This short story attempts to clarify a specious argument—“Does it matter how the public funds are used if for public function?” Indeed, to take advantage of loophole like the one seen in the mini movie is the source of the corruption.  In a word, the story simply delivered the notion of using public funds legally, emphasized that institution is basis of actions, and the priority of corruption prevention.

The second place called “The exclusive Journal of Paparazzi”. This mini movie’s main storyline is about election, which promoted the ideas of anti-corruption and anti-bribery. The character of paparazzi—newspaper media in the movie implies the idea of “Walls have ears.”-- There is always somebody eavesdropping from behind; it also warns that people should never rely on luck with illegal behaviors, it is impossible to get away forever. The movie uses humorous tone to raise the viewer’s awareness of anticorruption subtly under an entertaining environment. The general public is expected to put more effort in reporting corruptions together, so that no corruption can be hidden.

The third place is “Incorruptness in hindsight.”– an elite student’s story. Once student learned that he could be benefited from other classmates due to his identity--class monitor. He went even further after growing up. As important personnel of some government department, he was offered bribes from certain companies in exchange for giving out advantages. Nonetheless, he hardly imagines that anticorruption authorities had already put an eye on him for long time. One day, he finally got arrested by AAC officials and judicial agents after meeting with representatives of a company. While things seemed to have reached a hopeless point, this student awaked and found out that it had all been just a dream. Thus he went to his teacher to confess what he had done wrong, and ended up becoming a grounded, practical and honest student and citizen.

This competition’s theme—a clean government, is relatively unfamiliar to the general public. However, by looking at the high participation of contest, we can see public is highly expecting to see a clean government. Besides from the 3 mini movies described above, “Fox hunting operation” and “High ethical standards” were chosen as first runners-up; and “The integrity game”, “Let’s fight corruption together”, “The journey of integrity”, “Integrity is all around us” and “The tomorrow of Lianjie Ai” were chosen as second runners-up.
